Light in coffered ceiling

I have a coffered ceiling in a bedroom   Height offset of ceiling is 9' 0".  I can't get a pendant light(elevation 9' 0") in the ceiling.  When I move the cursor over the ceiling the circle gets a line thru it

That's because light fixtures are face based, and the lower face is getting in the way. Try to convert it into an unhosted family. CTRL-C the geometry, CTRL-V into a Generic Model family template. Make sure the geometry looks correct, then switch categories to Lighting Fixture. This is now an unhosted family and should behave.

Alternately, you can create a horizontal reference plane where you want to hang the light, give it a name, and use it to host the fixture.  Make sure when you placing the fixture, choose reference plane instead of face then select it from the list.

Are you using the OOTB Pendant? If that ceiling-based light fixture isn't recognizing the ceiling, I suspect you didn't model it with a ceiling.  That's my guess.
