Is it possible to create a light fixture family that has the .associated IES file embedded into it so that I can email the .RFA file without having to send the associated .IES files with it?

Yes, I understand that one of the recent versions of Revit, (I don't remember exactly which version), made that change, so now the .ies file gets kind of embedded into the lighting fixture family once you browse and insert the file into the family.
So if I read this response correctly, a manufacturer would no longer be required to provide a .rfa file and only an .ies file for the type of fixture?

Manfacturer's aren't "required" to do either. What the OP was asking, was about the ies file that is assigned to the Light Fixture Family (any light fixture family) -- and having that ies file follow the family when the family is sent to another party. In other words, the ies is part of the family -- not a separate transmission.
