How do I make them show up on sheets if they are missing, but VG says they are on? Views show levels, not sheets so the views themselves must be configured to allow Levels to be visible if they are not.

If I want to be able to place and adjust placement(not height) of levels on a sheet independent of the levels on the view referenced do I copy levels form another view? One level per story of a building design, you do not copy them to sheets...they appear in views automatically. All elements are built relative to a specific level of a model.

Plan views do not display levels, they are associated with specific levels. If you're designing the second floor of a building you work in plan views associated with Level 2 or Second Floor...whatever name it's been given. All elements added to a plan view associated with level 2 will appear in any other plan view for that level unless users have altered the visibility/graphic settings for that view. For example, a floor plan vs furniture plan vs power plan vs framing plan. All are based on the same level but have a different story to tell.
Elevations and Sections display levels that pass through their cut plan and are within their far clip plane. Levels have "extent" that can be adjusted to show in all views or in some views depending on the scope of the design.

Thank you! I appreciate you taking the time to answer those specifically, you confirmed a few suspicions I had that I did not have clarity on. Yeah, I understand levels in terms of plans & physically what they are as well as cut lines & far clip offset that part is just drafting really. The way the level function is supposed to behave in Revit is where I was totally lost.
I am still unclear on one thing see images. I am working on a detail & using a tutorial/course to do so, see images. I have posed this question to the instructor as well. In the video/ tutorial am working through the example first file features levels on the sheet that are very much not the same as the levels on the OG view/section. I am trying to get my file to match display the levels on the detail sheet. Levels are not displayed unless I make the crop window much larger which would be very problematic for the detail scope I want to show. The second file shows the OG section & callout, the third file shows the actual active detail & the last file shows the sheet w/annotation VG settings shown. As shown in Levels on there in no template in use.

As @ToanDN wrote the 3D extent of the levels is most likely not "wide" enough.
When you examine a Level element after selecting it you'll see an Open Circle grip at each end. This is the 3D Extent grip. When you drag this you increase or decrease the overall scope/extent of the Level. A level also has a 2D Extent which is activated when you click on the 3D grip, it toggles on or off. The 2D extent grip allows you to control how much of the level should be visible in "this" view without altering how it is displayed in other views... "global vs local" manipulation of the level. Grids also have this same concept. A level should extend across the entire building's scope for its 3D extent while individual views can have the 2D extent of levels altered independently.
