Level Based Filter Rules wont transfer

Following from this thread which didn't seem to have an answer (it's the only place I can find someone asking the same question.)

I am unable to transfer any filter between projects that has a level based rule.  If the level based rule is the only rule on the filter - i get a blank filter transfers across.  If the filter has other rules (as well as the level based one) the level based rule gets dropped and the rest transfer across.   Can't figure out why level based rules won't transfer between projects

Example I'm using here:

I've tested this in 2021 and 2023. In both versions the Level rules gets removed

Another interesting thing about this is that I am unable to use the "level" Parameter in dynamo when creating a rule.

There seems to be something unique about the level parameter that stops it transferring, and also doesnt allow rule creation using dynamo.  Frustrating.

Other parameters work fine -e.g. Comments or Mark etc.... but if I input Level it is unable to cast.
