Layer function priorities error

I am trying to build a floor family that has conc, insulation, sand, vapor barrier, gravel.  (see attached)

when I edit it as shown I get a "layer function priorities" error.  What am I doing wrong?

The Core Boundaries need to move.

thanks a lot, basically just had to move the boundary layers
