Some user keynotes placed in a parent view don't show up in the dependent view. If the keynotes are added in the dependent view will they stick? first image is the parent view, second is the dependent. I don't work with keynotes that much so am unfamiliar with this situation.

Thanks for your responses. It is not an annotation crop issue as those are not nearby. I will admit that we are using keynotes somewhat unconventionally here so @ToanDN your question might have something to do with it. They are pointing to an area where there are existing trees and indicate special excavation techniques to preserve the trees. So the keynote is snapped to something but then the arrow is moved to point to an area near the tree (which is in a CAD file). But the same elements are on or off in the parent and dependent views (there is one view template) so i'm hoping that this unconventional use is not an issue. I tried adding the missing keynotes into the dependent view and that seems to have worked for now....

If the host is outside of the dependent view crop then the keynote will not show. Since you are already doing unconventionally, place keynotes in each dependent view so that you can only pick what is inside the view to avoid the issue. Those keynotes then should show in both parent and dependent views.
Yes, ok since i'm not paying much attention to the object that is actually attached to the keynote that might be the issue. I have a bunch more keynotes to add so i'll be sure to add them in the dependent views!
