No popup only greying out of the screen and warningsounds when i press the workwindow when i press (ks) or enter the meny any other way. 

Anyone know whats wrong?

is it possible that you are in the middle of some other task?  my first thought would be to hit escape like 16 times... then try "ks"

Same issue in all paths to the option. 

It seems like i get the poput somewhere but i cant see it.

Are you working on a dual monitor setup -- or recently disconnected from one?

I Faced this problem before take care, 

1- Try to check this version of Revit is haven't any problems 

2- try to close revit if this problem is Appeared and reopen it again immediatly to check this happen while you are working

3- Check the Path of the Keyboard shortcut File to see if it places with the right name and in his place or try to replace a new Keyboard short cut

It did not help to restart revit. 

But after i restarted the computor it worked. 

Perhaps it har something to do with the dual monitors?

Did you have dual monitors set up at one time?  You never said.  But, if you did, reconnect the second monitor, type KS and see if the dialog box pops up on the second monitor.  If it does, drag it over to the Primary Monitor.
