[Bear with me, as my knowledge of shared parameters is minimal.]
Level Head Family - Edit Label
Level Head Family - Family Types
I am trying to give two different heights in a level tag, and I understand that the tag will reference either the survey point or the project base point, but not both. I was hoping to make a work around by adding a parameter to the level head that is essentially just text, so I would manually enter the height not being referenced. Given my limited understanding of shared parameters, I set the tag to reference the survey point, and then added a shared parameter within the level head tag that is set to be text. I also created a parameter within the level head tag/family type (called REF ELEV) where I want to be able to enter the different text depending on the level.

Despite loading in both the tag and the shared parameter, I cannot find the REF ELEV parameter that I set up anywhere in the project file, and I was never able to set it as type or instance. Does anyone have any guidance on what I am missing? Or am I totally off mark and am trying to do the impossible? I know it would be faster to just place text in the project, but I really hate to use a work around and often find they cause exponentially more headache down the line than just doing it right the first time.
Examples of Desired Elevation Text Formatting
This is in Revit 2019, thought I could probably upgrade the project to 2020 if it made a difference with this issue.

Make sure you load the same shared parameter used for the label in the project and assign it to the Levels category (tick the box).
Hi I made visibility (other parameter) on/off for with the same method for elevation text to be shown on/off. but it is not working. I did pull the elevation shared parameter to the project parameters. I can control the visibility in the Family and bring it in with visible/invisible elements but I cannot control it in Revit.
