We are going through a fresh install of Revit 2023.
We do not have keyboard shortcuts.
I went to "https://help.autodesk.com/view/RVT/2023/ENU/?guid=GUID-39D549F2-75EE-4C06-8B6A-3DADE1FBEF59"
and downloaded the XLS file: Spreadsheet containing default keyboard shortcuts.
Revit 2023 wants a .xml or a .txt file for importing in the keyboard shortcuts dbx.
If I export the current shortcuts list it exports as a .xml.
I tried save as .xml on the .xls file downloaded from autodesk. This file fails to import with errors. When I open and compare the two, column A is commandname, column B is commandid, however columns C and D are switched.
C is shortcuts and D is paths on the downloaded file vs D is shortcuts and C is paths on the exported file. There are 1689 lines on the downloaded file and 1774 on the exported file.
I tried comparing and merging in a separate .xml file with the columns matching the exported .xml. While it imported it did not load any of the new shortcuts.
Does anyone have a solution or work around for this? It seems like the shortcuts should have loaded with the initial install.

Are you just wanting the default shortcuts that are included in vanilla Revit?
