Inferior alignment in stair railing (offset instead of displacing path)

I'm trying to model accurately some stairs with their railings. In this case, the railing is aligned with the inferior face of the stair structure (attachement 1). When I edit the railing structure I can control movement in y axis, but not in x. What I need is actually an offset from the standard railing path.

 

I already tried modifiying slope and height of individual segments (attachement 2) but I end up with a fragmented railing.

What about a Landing Height Adjustment?  

 

...with Extends Rails to Meet Tangent Joins

That works for the exterior panel, however, the handrail is not aligned with the upper part of the exteior panel. Is there a way to displace it on the x axis?
