I have a project in which we need to submit 2 separate sets of drawings but many sheets need to be identical for example we have some standard bathrooms used in both projects. Is there a way to create 2 separate Project Names in the title block of the same model?

you can create a parameter for your title block and place a label (instance Parameter) for the project designation.
set up your project browser to sort your views and sheets using the shared parameter (Project Designation)
name your views with a prefix to distinguish which project they apply to.
Name your sheets for Project 1 as you normally would
Project 2 sheet names will be named using a Unicode designation.
when creating a new sheet
rename the sheet and place the cursor to the left of the first character "right Click" select Insert Unicode Control Character
for Project 2 use the first option for all your Project 2 Sheets "LRM" there are a total of 17 options in the list
this method will allow you to use the same drawing numbers for a variety of Projects in a single model

What @kadmonkee suggested should work if you duplicate sheets and their views. In other words, having different sheets with the same number.
If you want one sheet to be used for both projects, create 2 empty Template or Project files with only the Project Information parameters filled to match your projects. When you need to print your Project 1, open Template 1 and Transfer project standards to replace the Project information on the Titleblock. Similar when you need to print project 2.
In terms of Sheet organization, I would have 3 groups, one is dedicated to Project 1, one to project 2, and one for all shared Sheets. Then create a print set for each project.
