We have a user who works in the office environment over the network. Sometimes he goes home and continues working through VPN on a laptop at home. When he returns to the office and tries to synchronize his local, this error often pops up. Only restarting revit clears up this problem. Closing and reopening the file does not. This was never a problem with Revit 2015. Since we moved to Revit 2017, this is a constant problem. So much as opening and closing a project over VPN will cause this issue.

confirm that the users working on the project are using the same (latest) build version of Revit 2017.2.3
if any user has an earlier version (build) this will cause issues with sync / saves
go to the link to see all available updates , patches and hot fixes for your version 2017
This seemed to be a problem with the Revit version. We had 2017.2.1.
We could not update to 2017.2.3
We uninstalled Revit, did a clean install, and updated to 2017.2.3
The error has gone away.
