Inconsistent behavior of imported dwg hatch patterns

Hi everyone. I've been trying to come up with an idea of how to get emergency symbols into Revit. We have two requirements for these symbols. 

1. They need to scale with Revit's view scale

2. They need  to be countable (for example we need to know how many extinguishers we have)

To do this I've been thinking about doing these emergency equipment as separate families and the symbols as tags. In this way we can count all the equipment because they are actually in the model and then we can just slap a tag on it and the tag symbol scales with the view scale. 

 

But here's my problem. The tag has to be small. So small in fact, that some of the linework is under 1 mm in length which means I can't draw the symbol inside Revit. To counter this I just imported the symbol in my tag as a dwg. That way I can scale it down however I like without any problems (see image). However if I insert a different symbol into the tag family, Revit will give me an error: "one or more hatch regions were found in the imported file with unconnected boundaries. These regions will be ignored". I've tried everything but I haven't managed to correct this. 

 

So my question is: why I can import some hatches and not others? And to make it even weirder, I can import the symbol into Revit without any issues when it's part of larger collection of symbols (see other image). So it's hard to imagine that the hatch geometry is the reason why I can import some hatches and not others except when they are part of a bigger collection. 

 

Any ideas  would be much appreciated. And if you come up with an idea which can get rid of these dwg files altogether, that would be great as well!
