in plans, What is the best way to show selected elements regardless to the cutline level?

Several things in a working drawing should appear in the plan in a way which does not reflect the normal "cut-look downwards" view. 

For example, I would like to show the following as if the cutline passes through them, but their actual position is out of the regular view range - above or (below but within the wall mass):

 

-Windows

-Ducting cuts in walls, in floors under or above walls, in the floor above  

 

Can this be achieved without manual drawing works?

Try using a Plan Region. You an set the View Range independently from the rest of the view.

Plan Region is a good suggestion by @cbcarch.  

 

Another method is employing the ol' invisible model line trick.  You'll see it referenced in AKN Articles. Here's how it's done: 

 

Revit OpEd: "Aaaah,The old invisible line trick, eh "99"?"

 

FWIW: Window and door families are not cut based on the cut plane defined in project views.

Instead they are cut based on the cut plane defined in the family's plan view.
