Importing Points to Revit and Automatic Dimensions

Hello, I previously had a coworker who took our surveyors as-built txt. file, overlayed it in revit onto the original drawing and dimensioned each point in the txt file to wherever each point should've been on the drawing. I've heard they were able to do it automatically and avoid having to take each dimension manually. Could someone please help me figure out what the process is for this? Attached are the files for reference. FYI I am using revit/Civil 3d 2021.

Edit the text file and make columns 1,2 and 3 equal to the x, y and z.

Looking good. Now create a Toposurface using the Point File.

What wrong with it - other than the fact that it has virtually no relief.  I mean, all your elevations are around 99 ft. and the Surface Area is  42000+ sq. ft.  So, it's basically flat.  No?

I think there was a misunderstanding with the question. We could overlay both the asbuilt and the original file and take the green dimension in CAD showing the centers of columns vs. where they actually are. But they were able to skip manually taking each dimension and produce the same result through revit without clicking every point and adding dimensions to them. I was asking what the workflow for that would be.

Below is a better example of what I am looking for. The surveyors points were overlaid onto the drawing and those green dimensions showing deviation embed plates from what was on the original plan. Any idea on how this was done?

Maybe Dynamo was involved. Check out the CivilConnection package.
