I would insert the DWG into a Detail Item family if it is 2d.
If it's 3d then insert the DWG into a Generic model family and load that family.

File, New, Family.
If your template files are loaded correctly, you should find a Detail Item family. Open that.
Insert, Import CAD. Navigate to the CAD file that you would like to use. Place the CAD. Note that the reference plane intersection is the insertion point for the family.
Save and name the detail.
In your project, Insert menu, Load family, navigate to the saved family.
Place it in your project as a detail component, in the Annotate tab.
thank you so very much ... you have been a great help

Because you use a Detail Family. Start it from a model family template such as Generic Models, Specialty Equipment, etc... based on what you want it to be, then insert the DWG in, then load it in your project, and you will see it everywhere.
