Image in front of filled region in title block

Is there a way to have a raster image in front of a filled region in a title block.

It works in the family, but not once I load it into a project.

Try placing the image last, after the filled region, to see if Revit prioritizes its display or create separate families for the filled region and image, and load them in the desired order.
