You will need an Architect local to you, who will be familiar with building requirements in your area.
there are no special requirements, you just need a design, ceilings, kitchen, living room and bathroom
@chrisplyler , the man is dying and yu're making jokes... Maybe he wanted to say that there is no need for a building code. We don't know where he lives. Maybe he is in the middle of nowhere and no building inspection will come knocking on his door. What if he doesn't intend to make a building permit application but wants to do few alterations to dwelling?

I'm trying to make the point that a lot more information is required. You can't just say, "I need a house design," and, "There are no requirements." Well, you CAN say it, but then my offering fully satisfies the request.
So either I've made the point, or I deserve a Solution pick.

I’d like to share an anecdote with you folks. Back in December of 2011, I responded to a similar “advertisement” posted on Craigslist. Like Igor’s post here, it too was a simply worded and cryptic solicitation for an “architeck” to design a home. I responded to it by sending a very brief description of myself and my qualifications; along with some PDF samples of my work. Well, to make a long story short, I got the job and for the next 22 months I worked the job from concept to plan set to construction, in my spare time, earning over $35,000 (and some gift baskets) along the way. No fooling! And, even more amazing – I never once meet the guy who was paying and gifting me! I corresponded with Brian a lot, but I never had a face-to-face with him. Nor did I ever personally meet the Civil Engineer, the Structural Engineer, or any of the trade contractors that were also involved in this owner-builder project. Not so amazing in this digital-age. Permits were pulled in September 2013 and construction began shortly thereafter. Absolutely true story; I kid you not. So…maybe, like Brian, Igor is also rich and eccentric and owns 180 acres in Amador County – and Igor’s dying wish is to build a dream house on his property for his kids and his legacy. Or…maybe not.

But, in this case, how do you explain that "Igor" was requesting drawings for a house one day and then the next day the house was built? ![]()
So, uhm aside from the obvious language barrier it's not too hard to figure out that there is an existing house with plans and maybe Igor wants to renovate and add on to it.

I noticed that too, @Alfredo_Medina. I also noticed that Igor's email address is a Russian Internet Service Provider, so it could be explained away as a simple mistranslation. Or...maybe not.

I don't worry about how my post COULD BE CONSIDERED. I worry about what it ACTUALLY IS. And it actually was just making a point. That's the intent that was in my brain when I posted.
Now you're free to think about how it could be considered as much as you wish. But your thoughts about it don't change what my actual intent was.
You might say that the content of my design was on the silly side, and I'll agree. But that's nothing more than me amusing myself while I did it. It could have served to make the same point whether it was done seriously or silly, and I chose silly. That by itself doesn't denote any demeaning intent at all.
@Anonymous - you would be better off reaching out to the local community of architects for help.
