I cant not select datum level to edit it in elevation or ssection

I can hover over my other levels but when I hover over the one in question nothing. I can hover over the level marker and get the "goto floorplan..." but cant adjust it to drag its extents or create and elbow.

nope. and if it was I cant not even select it. I cant even select it in 3d. nothing pinned.

Did you check your selection tools settings?

Bingo! Our Residential Temp that is level is the double top plate height for a 10' ceiling stud package so it was pinned.
