Depending on where you want it. Some fields are just text fields and just can be modified. Other fields can be really date fields and are dependent on the windows settings (Control Panel > Region and Language)
Not sure, but expect that you will have to restart Revit to take effect.

Please mention Revit version, especially when uploading Revit files.

Hi,
I have the same issue and changed the windows setting as detailed which worked. However, you need to bear in mind that this change can affect other systems!
I noticed that this change had stopped the date formatting from working correctly in Excel so had to revert back.
Just thought i'd share...

Hi @ all !
please have a look at this Revit Idea and vote:
https://forums.autodesk.com/t5/revit-ideas/take-date-format-into-project-units/idc-p/8303631#M23105
It's a shame. On every sheet we have to change Date Format manually.
I think this is equal to all non-US-users.
So, please put the Date Format into the Project Unit Form.
See Proposal attached.
This is a verry old Idea without any reaction by Autodesk.
As Darren Carver wrote a the beta-forum in 2016 : since Release 4 in 2003 !!<<<
Kind regards, Bernhard
Agreed, in 2022 this issue is still not resolved and should not be shown as resolved. This is 100% a coding issue and not a user issue. this sort of thing should have been resolved a while ago and should not be something the user has to continually re-check and amend manually. If the date stamp reads correctly, so should the sheet issue parameter, based on window settings or otherwise.
Not a solution. This topic is incorrectly marked as being solved. IT IS NOT SOLVED
