Good afternoon,
I have had brain fog and cannot remember how to do this or even if this can be done.
But I want know how to rotate drawing to True north but keep main drawing parallel.
See attached pic (I moved the elevation markers so they are NOT correct but this is the outcome I want)

Rotate true North (Manage Tab --> Project Location --> Position Dropdown) to what it needs to be and set the orientation for the plan to True North.
All your other drawings should be set to Project North.
Each plan oriented view can either show True or Project North via Properties.
Start your project using a Project North notion to make it easy to draw. Then use Rotate True North to define the actual orientation.
Alternatively, you can also link a Survey DWG, move/rotate/align with the building model and use Acquire Coordinate to align it with the survey World Coordinate System (WCS) as well as True North.

Changing a view's direction from Project North to True North does not affect any other views or the model.
I am not sure what is your problam but:

but also you can rotate your view(elevation):
and this rotation has no effect on your model.
Mike this is what happened when I went to Manage>Project Location> Position Drop-Down to change the angle to (4.00 degrees) everything rotated.
I need the building to stay in horizontal position BUT the elevation markers to move separately.

You are doing it wrong. If you want to set an angle between project north and true north then rotate true north, not rotate the project.
Your level 1 view is still set to True North. Change it back to Project North.
