How to revise family for correct hosting

I chopped up this model from ARCAT and modified it to mount flush onto a wall:

My guess is it isn't originally a Face-based family since it was floor mounted. Is there a way to change this?

It could work to have it as Work Plane-based, but when I try to place on work plane it basically allows me to place it anywhere including the wall face and empty space:

Uncheck Always Vertical so that you can place it on any face or ref plane.

That helped. How do I correct the orientation?

Actually I am backing up from my previous suggestion and asking you this question first: do you only want it to place on vertical surface?

It will only be hosted to vertical walls.

Why don't you just rotate it 90 degrees in the family?
