How to place ceiling light at ceiling plan

I have tried to place ceiling light at ceiling plan but a stop mouse sign has been shown. How to solve this problem? Thank You!

Do you have a ceilinv?  Is the light a ceiling hosted family?

Yes. There is ceiling plans. The item is a ceiling item which is deafault in the library of Revit 2021.
