1. You can build a 2' high "strip" into a wall type's structure as a sweep that you set the position of above the bottom of the wall.
2. You can create it manually on any wall using the Wall Sweep tool.
3. You can create a wall-based family with parameters for length and stuff.
4. You can create an adaptive family that lets you place the tile strip between any two points in the project.
5. You can model an in-place component right in the project.
It all depends on your end-use criteria. I'm going to suggest using #1 for consistency and materials scheduling ability.
