When I build a wall in Revit the location line is already set. If I want the walls location line to move with the wall I must choose it before I build the wall.
For example, when I have location line wall center line when the wall is built. And later change it to core face interior only the “dot” moves but not the wall.
I wonder if there is a certain option in Revit that one can choose for when the location line is changed, the wall should move with it?

No, but you can move it(MV) or align it (AL)? To be honest I like that it does not move when I change the location line. The location line is the axis around which the wall flips. So if you change the Location Line value and then change the orientation, you get some predictable behaviour.
I don't understand what you are after. We would hate for a wall to move when its justification line was changed. When we flip a wall, we make it a practice to first change the wall justification to Wall Centerline, so that the flip doesn't screw up dimensions. If the wall justification was Finish Face, for example, the wall would flip about the finish face -- not about centerline.
