Hello, Im trying to make a tight continuous railing. The U-turn has a radius of 3" at the center of the railing. Is it too narrow? Also, is it possible to have one single rail path for two flights of steps located at different levels?

It depends how tight the turn is. Sometime it is easier to fabricate the piece than to model it.
Ideally if you have room you could modify the layout of the stair/railing so that there is enough dimension for the U to be on the horizontal plane. Stair/railing fabricators always recommend this as well.
A Revit way is adding a vertical segment to keep the U leveled. It solves the geometry mess and is okay for guard rail but it is not how a handrail should be fabricated in reality (a handrail should not have sudden elevation drops).
lastly, if you can't do the above options and the U must be sloped then Revit railing might not cut it. Below is an example showing how it doesn't look quite right in 3d.
You can split the U to several segments and that helps a bit.
To make it really smooth I would need to model the railing or at least the U part in place, luckily I just sent it to the stair/railing contractor who uses Solidwork to model it for fabrication.
