I can't find 3/16 code from Character map. So REVIT will not support?

You're correct, there is no character map for that... so you have a couple of options

Option 1 (not exactly what you are looking for)

Option 2 (use a symbol) it's attached 

The symbol consists of a top and a bottom text parameter so you can add the " marks.  It is instance based.

It can support it...you just have to have a font that has it created.
