In the old asset library your are able to tint materials to modify their colour. We still use the old assets for this reason. Is there something we are missing in the new assets that would allow us to do the same thing?

Which PBR Assets can't you tint? All the ones I'm looking at, can be tinted.
The new materials are of the type PBR (Physically Based Rendering). So they follow a more physical realistic model giving more natural looking results. So you could end up with better quality renders. This is also more in line with many other rendering packages.
The Tint field does not fit in that model so it is missing with those material appearances. So you would need to take a better matching pbr appearance setting (e.g glass, metal), the ones without the exclamation mark, and then use the available slots to get to the result you desire.
Basically it is a different workflow to get to the desired material.

So with the new materials I would have to source my own images, or edit the images that revit uses in photoshop or something first in order to achieve the desired colour. For example: Stone - fieldstone. I would like to make it appear darker, not as bright. I used to be able to add some grey tint to achieve the colour I wanted. In the new material how do I achieve the same effect?

What we are trying to do is render a cmu wall with a paint applied to it. The client is painting his building and wants to see what it would look like. The new pbr materials we can't figure out how to show a cmu wall as blue. as that is the colour he is painting it.

This is what I meant. Standard Materials have often the "Tint" field which is not present in PBR materials
And you have to use the other slots of the PBR material to create the material/colour

Why don't you paint the CMU.
FWIW: Some Paint Manufactures, such as Sherwin Williams, provide ADKLIBs of their Paints/Colors.

So you want to change the color of the CMU - not apply Paint to the Surface?
Are you aware that you can use the Paint Tool (on the Modify Tab) to actually apply Paint Material to the Surface of the CMU?
I always used the paint to replace a section of a material or a face of an object with a different material, never to change the colour of the material already applied.
You might read about Applying a Material to the Face of an Element and the BIM value it brings to your Project via Scheduling.
Perhaps you could just color the material and keep the bump material (or color the texture externally using photoshop ie.)?
