I coworker told me about "parametric family" for Revit. I am familiar with parametric models, but not in the Revit context.
I found the model attached in one of the websites for 3D assets:
Free Heating Radiator in GrabCAD
Is it parametric? How can we tell?

By opening it and look at the family properties. Or insert it in a project and look at the instance/type properties.
This particular family is not parametric. The geometry was imported from a CAD file. It is purely for visualizations.
Bonus question: When they say "parametric", how many parameters are possible? I would imagine at least 3 factors: for X, Y and Z, used to grow/shrink the base model.

Parameters can be any kind of information, some of which might be used to change the physical size of the family. You can also tell if a family is parametric when it is loaded into a Revit project. Does it have multiple types? If it does then usually that means it represents more than one configuration of that real life element. For example, a single panel door can be purchased in several sizes but a parametric Revit family can provide all the sizes with one family. A separate family can provide a different configuration like a double door or a very complicated version could provide both single and double doors. Revit content design seeks a balance between simplicity and capabilities...some succeed better than others.
