How to create vertical constraints between floor elements, underlying beams, and structural framing above

I have a simple model with structural floor beams and a chipboard floor resting on top (green). On top of that I've created a sole-plank that is the start of one of my walls:

I want a system of constraints such that when I change the floor structure thickness, the floor remains resting on the framing below, and the wall framing will adjust in height accordingly to stay resting on top of the floor. Using the align tool, I align the bottom of the floor element to the top of the structural beams below and lock it, then I do the same for the bottom of the sole-plank and the top of the floor. When I then try to lower the thickness of the floor, I get a "constraints can't be satisfied" error, and I have to unconstrain the floor from the structure below so that the floor can shrink upwards and hover over the structural framing in order to keep the same "Height Offset From Level" which doesn't want to budge. Fine, then I manually change the offset so that the floor is resting on it's right place, but then I get another "constraints can't be met" error because the sole plank above the floor is locked to the floor, and won't change it's own height offset!
Which is a shame, because the horizontal constraints are working great. Am I approaching this the wrong way? How can I dynamically change the height of elements? Thanks!

restrict it to levels, or use global parameters
