I created a new Revit family - Detail Item line based. I want to make this circle Dashed Line. Seems we cant edit Line Styles. How do I get around it.

Change the circle to Hidden Lines subcategory or to a new subcategory with a dashed line type.

Dimensions in a family only show in the family.

how can I create a revit detail component or symbol where I can put dimension to show up in project?

I'm just trying to create a ADA 5' clearance with detail component or symbol. Or does it need to be 3d?

You need to create a generic annotation family with a label (a Length parameter), nest it in your detail family,  place it in the view, associate the label with the diameter parameter of the circle, draw the dimension line and tick  using lines, then it will show in the project.

If the diameter is fixed then you can use a piece of text the the generic annotation family instead of a label.
