Railing Tool works well on your stairs. I just tested. Hosted to Treads. Are you not able to?
Here's a step-by-step.
In a 3D View:
1. Click on "Railing" (Architecture=>Circulation=>Railing)
2. Click on "Place on Stair/Ramp"
3. Click on "Tread" (on the "Position" Contextual Tab)
4. Select a stair run would want the Railing to host to.
Railing appears!
So you want one contiguous rail (on right and left side) from the bottom to the top. It's difficult. You can get it close though, but if you want seamless perfection, it will require modeling in-place custom components to make the transitions.
