In revit you can do it using the Project base point (you have to un-hide it using view/graphic override then search for site category > tick the project base point)
once it is shown click on it you will see n/s & e/w values & the elevation .. enter the N/E value of the first point .. draw a circle .. then enter the second point again draw a circle ...do this for all the points because you only one project base point and you have to mark all the points before changing its location.. once you finish start to draw the property line (by sketch) and connect all the circles (centers) ...and that is it you got your plot .. hide the project base point after that.
it is a long process and i rather to find a way to do it in dynamo ..so i wonder if you succeeded? ...cheers
