It is a two step procces: 1, create material and 2, create desired element or apply material in family.

1, Materials are created from Manage tab/Materials. Materials contains five parameters groups: identity, graphic (drawings visibility), appearance (render visibility), thermal and physical (for annalysis). There is a shortcut to create materials, the assets (look at upper-right corner on Appearance tab). Assets works as a dataset for commonly used materials, so you can find generic GI sheet info in asset libraries, then you can personalize.

2, Now you have to create the specific element based on GI sheet: ia cold-bend sheet column/beam, a roof gutter, etc. Notice that material itself does not define thickness. So as other parameters (like Length/Width), will belong to a given element or family. Take this in count when creating a family or using an existing one with GI sheet material.
