How to control an angled scope box view orientation on a sheet?

1. I need to make an enlarged view of a part of the building and put into another sheet. This part of the building is 45 angled, I created a scope box   following the angle as you can see in the image labeled as 1. when I open the view, it is displayed in portrait (image 2), but I need it to be landscape (image 3). Is there a way to make this happen? If this impossible, then I have question 2

2. I rotate the viewport, but the view title rotates as well, how can I keep the view title horizontal?

Rotate the scope box 90 degrees, then adjust the extents to fit the boundary correctly.

Keep in mind that rotating a view's crop boundary or a scope box needs to be in the opposite direction you want the building to rotate. If you're building's wing is at 45 degrees where 0 is to the right and 90 is straight up, and you want the wing to be horizontally aligned with the sheet by rotating the building 45 degress clockwise, the boundary needs to rotate 45 degrees counter-clockwise.

 

If you sketch a orthogonal scope box around your angled wing, then rotate the scope box 45 degrees counter-clockwise, you will find the view will "rotate" the building clockwise when you assign the scope box to the view.
