How to change coordinate system origin?

Hello,
I've got a problem with my project coordinate systems that I can't figure out. About a week ago I got it to work, but now I can't repeat it.
Thing is, I've got a project set up using shared coordinates. My main RVT is a site plan with the main site elements modelled. And I've linked in other RVT files for the building structure, architectural, etc. Coordinates shared, everything ok.
So now I get a request: they want the survey origin to be on top of a manhole cover, which is currently not at 0,0. If I do a spot coordinate on that manhole cover, it says something along the line of "N100, E-100". The manhole cover belongs to one of the linked models, but I can snap to it from the main RVT without any trouble.
Problem is, I can't get the project to move so that the manhole cover reports a spot coordinate of 0,0 (with respect to survey point). If I move the survey point unclipped and put it on the manhole, nothing changes except the survey point coordinates. If I move the survey point clipped, the manhole cover moves with it and the coordinates also don't change. If I play around with the project base point in a similar manner, nothing.
If I move the survey point and then measure from the survey point to any spot coord, the spot coord is wrong. I suppose it's referencing the survey coords 0,0 (which is currently not the manhole cover)
Last time I had that situation, what I did was use the "Relocate project" option on the manage menu. But now, I can't get it to work either. I put a couple detail lines at 0,0 on my main RVT. Relocate project, I point to the center of the manhole cover, and then to the 0,0 detail lines. My reasoning is that the project will move so the manhole cover is on top of 0,0.... but, no. I get anything but 0,0 when I do a spot coordinate on the manhole cover.
So, I'm stuck. Anyone want to clue me in on what the prescribed method for solving something like this is?
