I am working on a project and it says that bump-ups and bump-outs are encouraged. Is it possible to create these in Revit? If so, how?

almost anything is possible in Revit.

I am building a shipping container house. I need make things like the pull
out sides of an RV.
You can model-in-place geometry in the project environment, or you could model face based families (that's the option I would prefer)

When I need to make corrugated walls, I generally use a curtain wall. If you create the profile for the infill that is the same as the plan shape of the corrugated wall material (starting and ending with a piece that is 1/2 the length of the others so that it tiles properly) and using no mullions, then the wall will appear as a solid panel.
Carefully consider whether the corrugations actually need to be modelled- or can they just be represented with a surface pattern. Always consider whether all those extra faces of geometry (which have an overhead) are adding value
