How do i create a viewport family with two scales like the photo below?
At the moment i just have the title with the text below, it is not related to the scale. But sometimes I forget to change the title. It would be nice to have a family that changes it own scale.
Only one scale can be set to change according to the view scale. The other "fake" one would require user input of some sort.

Huh? Do you mean that one of the scales would display the actual View Scale and the other would display a different View Scale? If so, maybe no scale would be better. That would be my advice.
here the family that change scale per view?
i want it to be able to change per view but show two scales at the same time.
A1 scale and A3 scale.
A1 and A3 are Sheet Sizes - not View Scales. If you want to put the same View onto two differently-sized Sheets, Duplicate the View. You can change the View Scale of the Duplicate if you want. The stock View Title Family will indicate the View Scale on the Sheet. You don't need to to add to or customize the stock View Title at all.
Instead of showing a half scale value for A3, say "scale shown above shall be 50% for A3 reduced print" and let them do the math. In fact, just put that claim on the title block family instead of each view title.
