How do I maintain the size of my annotations when I change the scale

As attached, my annotations go extremely large when I change to the desired scale. I would like to reduce the scale so that it fits on an A3 sheet, however the annotations change as well and I would like these to stay at the same size.

Set the size of your view to fit an A3 sheet.  So create an A3 Titleblock and add the view to the sheet.  Change the scale until it fits and adjust annotation accordingly. 

 

Annotations will always be the same size...if set to 3/32" it will stay that size regardless of the scale.

How do I set the size of my view to fit an A3 size. I'm changing the scale from 1:50 (its original) to 1:200 and thats when I experience the undesirable text size. Refer to my screen share

Also my sheet was in A3 size but it still encounters the same issue

Revit annotation is paper sized. A 4mm text is 4mm whether your view is 1:50 or 1:5000, whether you place that view on an A4 or an A0 sheet. If you want to scale everything including the annotation down, like a reduced Xerox copy, then scale your view to fit on an A1, print at 50% to fit on an A3.
