How can I format my revit settings so that my sheets are named like so: Project name_sheet number_sheet name
And that when I save to pdf they will have this format

You can rename your sheets easily by a dynamo script

In revit you have to rename them manually. if you prepare a dynamo script you only have to write the name you want and run the script to change the sheet name.

If you only need the PDF to have project number as a prefix then use Export to PDF and add the field to the PDF name. I would not rename actual sheets to have that information unless you want the redundant information repeats on every title block.
If you want to edit the sheet name in PDF you can easily do it by Exporting PDF options
