I'm new to Revit so forgive me if this question is rather simple but a google search turned up empty. I'd like to lock the dimension of an object's witness line to another object without creating a visible dimension tag.

That's okay, there isn't a way to do that unfortunately. The best bet would be to edit the witness dimension so they are both in the correct position and then pin them.

You can show the dimension, click on the pad lock to lock it, and delete the dimension. Do not click on Unconstrain from the next dialog.

You do not need the dimension to constrain two elements!
But you need it to create the constrain.
Create the constrain using the dimension,
Delete the dimension, and read the werning well, it will make everything clear! Just click the button OK, and not "unconstrain".
In order to be able to see/undo the constrain,
Just click on the little lock icon at the bottom of your drawing window (last icon on the right after the detail level/shading/sun/etc...)
And you will be able to edit it as you want.
