How can I get my new construction phase building pad to stop cutting existing topo?

I want to be able to have a topo view showing existing terrain, but its seems like it keeps cutting the old terrain?

Sounds like you messed up.  Make sure the View's Phase Filter is set to Show Complete and do the following: 

With Existing Toposurface in "Existing" Phase and it's Phase Demolished set to "None", set View Phase to "New Construction" and create a Graded Region Copy (exactly the same) of the Toposurface. This should create a brand new Toposurface in New Construction with Phase Created = "New Construction" and Phase Demolished = "None".  Change View Phase Filter to "Existing" and verify that the Existing Toposurface's Phase Demolished now reads "New Construction". Place Building Pads in New Construction Phase.  

This workflow assumes you have an "Existing" and "New Construction" Phase.

What if you had existing building pads, in the existing building site.  Do they get converted to New construction?

Existing pads seem to lose their function, even when I convert them back to phase created "Existing" Demolished "None"  They don't seem to want to cut the "new" site.

Also, where does the existing site go?

Read through this thread and see if it applies here.  There are a couple of RVTs in it (page 2) that I did for the OP.    Examine them.
