How can I get baulusters to show up?

I have a rail setup for my stairs where I have square 1" balusters showing on treads.  When I try to use the same rail

on the floor, not on stairs, only the newel post show up and not balusters. What am I not doing right?

Give them a height other then 0' 0" under "Top Offset" .

...or change "Host" to "Top Rail" (if you are using one) under the "Top" column
