let's say I draw stairs from ground to first level ... why i see treads which covered by floors in level 1 shown in screenshot

If there is a floor covering the stair then you should not see it. So you actually have a floor there? Is the view wireframe?
No its hidden line .. I change view to shade i still see it

Is the floor visible and not transparent in the view? Can you actually select the floor?
yes i can select it and it's solid i know it's weird !!!!
in visibility graphics transparency is zero

Not in the 3D view, I meant for you to select it and check it in that particular floor plan. The floor maybe hidden or transparent in the View.
