Hi,
I am placing interior elevations in a corridor at each floor, I started with the Ground Level.
I move up to L2 to place my elevation but the one below is already visible.
I think it is going to be confusing to manage 5x coincident tags that are hidden from view. Is there a way to set these up so that they only appear on the plan from which they were created?

Why are you placing another one then? Crop boundaries of the two if you must do separately.
I'm not following your thinking. Certainly, there will be Plan Views where those markers will need be visible. No?
The reason why the elevation markers from the floor below show up is because the view extents of the elevation intersect the view depth of the floor plan. You can either adjust each of these so that they do not intersect or you can hide the incorrect views manually where required.

Because they are all within the View Range.
...what scale is your Site Plan? Reason I ask is because you mentioned you know about Hide at "View Scales Coarser than". Generally, Site Plans are well above the typical scale of Elevation Views.
