I am trying to achieve this look with white polycarbonate:
Material 1. I tried creating a new custom material from a previous plastic material but it was not possible to control the transparency, because there was only an option for 'Transparent Plastic' or 'Solid Plastic.
Material 2. Then I created a new custom material from a previous metal material, but in this case when I turned on transparency the wall turned completely transparent despite the construction of the wall being composite (polycarbonate+insulation+mebrane+plaster+concrete+plaster).
I have attached the 2 materials I described and a bump map.
Can you suggest how to create the material shown in the first picture and what settings (glossiness, reflectivity, transparency, translucency, bump, tint etc)?
What you can see is that Revit, to simplify/increase performance, treats the wall as a single layered object.
See what happens when you look at the same wall from two different sides.
So for rendering purpose I would put the polycarbonate layer as a separate wall and see how it goes.
Revit has already some polycarbonate materials.
I would use one of those as basis for your material

Please mention Revit version, especially when uploading Revit files.
Select the wall and use Create Parts.
Change the View's Parts Visibility to Show Parts. You now can render the wall with different materials for different layers.
