Globally change sheet border info across all sheets?

Have various "switches" for a sheet border that is used across the entire project that I would like to select one time and have the setting changed on all sheets. Is this possible?

An example would be a "Not for Construction" Stamp.

You mean something like this?

Text-type Shared Parameter Label on Titleblock reports the value of the exact same Shared Parameter assigned to Project Information via Project Parameters.

Try selecting the titleblock, then right click to select all instances in Project, then from properties change the Instance type. Typically, a "Not for Construction" stamp is better as a Type property and not instance.
