I just bought a new Surface book with the highest processing speed and everything I need as a designer in order to use REVIT and 3DMax efficiently. The program is just not working. It will glitch for example when I want to offset a line, sometimes it wont recognize it, sometimes I cant delete a line, tabbing wont work, I cant type in numbers then I have to close out of model in place and sometimes it will work then but will happen again shortly after. This should not be happening since I'm working with a relatively small model. I spent 2 hours on the phone with Microsoft to see if it was the computer. They ran many tests. I've uninstalled REVIT twice and installed it again with no change. PLEASE HELP!! My final project depends on this working...

Sorry to hear that you are facing issues!
As the first step please check hardware certified for use with Autodesk software. If it meets the minimum system requirements then it should be able to install and run the software (see Autodesk System Requirements).
Secondly, make sure you have the following installed:
Check the Desktop App to see if there are any Revit updates available. For information on using the Desktop App see the following article: About the Autodesk Desktop App
Note: If you are not able to download updates through the Desktop App, the following article has information on downloading updates through the Autodesk Accounts page:
Install Updates, Add-ons, and Enhancements
Also, do you have third-party applications installed - (that are potentially running at the same time as Revit taking resources away from the system and directly interfering with the program)?
