Generic Model two level based family, height parameter to define family type

I'm trying to create a two level based family, with the height of the upper reference level being the defining parameter of each type.  Essentially, I want the family types constrained to the reference levels, but I need to assign a specific part number to each family type, with the only difference between types being the height parameter.  I've had success with similar non-two level based families (generic model families with a height parameter that defines the varying family types) but I'd like to find a way to make this work.

That defeats the points of using a two-level based template. Anyways, ignore the upper level and draw ref plane to control the height with a type parameter instead.

Well, "Height" is an Instance Parameter regardless. Also, shouldn't your Part Number be an Instance Parameter?
