Generic Model Families not Working with Join Tool

I have casework cabinet families that I need to join geometry:

However, when I select the join tool, I am unable to select these generic families. How do I get them to join?

Another example is joining a custom generic counter top family: Here are two counters that need to be joined:

Before 2023 only generic models can join in project. Now with 2023.1, Casework families can join too.

Changing the family from casework to generic allows the join in Revit 2022. Thanks.
